Abstract:
The LANDFIRE fuel data describe the composition and characteristics of both surface fuel and canopy fuel. Specific products include fire behavior fuel models, canopy bulk density (CBD), canopy base height (CBH), canopy cover (CC), canopy height (CH), and fuel loading models (FLMs). These data may be implemented within models to predict the behavior and effects of wildland fire. These data are useful for strategic fuel treatment prioritization and tactical assessment of fire behavior and effects.
DATA SUMMARY: These fire behavior fuel models represent distinct distributions of fuel loadings found among surface fuel components (live and dead), size classes and fuel types. The fuel models are described by the most common fire carrying fuel type (grass, brush, timber litter or slash), loading and surface area-to-volume ratio by size class and component, fuelbed depth and moisture of extinction. Further detail can be found in Scott and Burgan (2005) and Rothermel (1983). This data layer contains a complete set of fire behavior fuel models for use with Rothermel's fire spread models. Characteristics of the new fuel model set, its development and its relationship to the original set of 13 fire behavior fuel models can be found in Burgan (2005).
In fire behavior fuel models, canopy characteristics are used to compute shading, wind reduction factors, spotting distances, crown fuel volume, spread characteristics of crown fires and incorporate the effects of ladder fuels for transitions from a surface to crown fire. Canopy characteristics refer to the tree canopy. Where there are tree canopies, i.e. existing vegetation types that are forest and woodland, LANDFIRE has attributed the grid with canopy characteristics with some exceptions. There will be no canopy characteristics in fuel types where the tree canopy is considered a part of the surface fuel and the surface fire behavior fuel model is chosen as such. This is because LANDFIRE assumes the potential burnable biomass in the tree canopy has been accounted for in the surface fuel model parameters. For example, young or short conifer stands where the trees are represented by a shrub type fuel model will not have canopy characteristics.

REFRESH 2001 (lf_1.0.5):
Imagery used in LANDFIRE National covered a span of years, and because of this, several large wildland fires are not represented in the data. LANDFIRE circa 2001 ensures wildland fires through 2001 are represented.
Additional improvements found in Refresh 2001 include resolving inconsistencies along the international borders and updating aspects of the following: riparian and wetlands areas, agricultural and urban vegetation types as burnable, and adjusting the extent of barren and water land cover types.

Purpose:
LANDFIRE is a multi-partner mapping project which generates consistent, comprehensive maps and data for the entire United States. The data describe existing vegetation composition and structure, wildland fuel (crown and surface), simulated historical fire regimes, and current departure from simulated historical vegetation conditions. The consistent and comprehensive nature of LANDFIRE methods ensures data are nationally relevant, while the 30-meter grid resolution assures that data has local application. Data is based on peer-reviewed science and relies on methodologies from remote sensing, ecosystem simulation, vegetation and disturbance ecology, predictive landscape mapping, landscape simulation, and fire behavior and effects modeling.
The initial data, referred to as LANDFIRE National (lf_1.0.0), was completed winter 2010. Subsequent versions include LANDFIRE Rapid Refresh (lf_1.0.1), LANDFIRE Improvements (lf_1.0.2), and LANDFIRE Refresh 2001 (lf_1.0.5) and 2008 (lf_1.1.0). Biennial and decadal remaps are also scheduled.
LANDFIRE Rapid Refresh (lf_1.0.1) increased Canopy Bulk Density and reduced Canopy Base Height. Fires greater than 1000 acres through 2007 were incorporated in the data. Rapid Refresh was completed in 2008.
LANDFIRE Improvements (lf_1.0.2), based on user feedback, include refinement of the international borders, riparian and wetlands filter, assignment of certain agricultural and urban classes as burnable, and an increase in the occurrence of barren and water. Improvements completion is scheduled for spring 2010.
LANDFIRE Refresh 2001 (lf_1.0.5) incorporates all Improvement enhancements as well as remodeled cover and height layers. Imagery used in LANDFIRE National covered a span of years, and because of this, several large wildland fires are not represented in the data. Refresh 2001 ensures wildland fires through 2001 are represented. Refresh 2001 completion is scheduled for spring 2011.
LANDFIRE Refresh 2008 (lf_1.1.0) uses 2001 (lf_1.0.5) data as a launching point to incorporate disturbance that occurred on the landscape after 2001. Disturbances include not only wildland fire but other activities, both managed and naturally occurring. Vegetation growth was modeled where both disturbance and non-disturbance occurs. Refresh 2008 completion is scheduled for spring 2011.
Biennial remaps will be a refinement of prior process and methods and the first cycle is scheduled for 2012 through 2013. Decadal remaps are planned with specific dates to be determined.
LANDFIRE is supported by the US Department of Agriculture (USDA) Forest Service Office of Fire and Aviation Management, the US Department of Interior (US DOI) Office of Wildland Fire Coordination, and The Nature Conservancy. LANDFIRE meets agency, partner, and stakeholder needs for data to support landscape fire management planning, prioritization of fuel treatments, collaboration, community and firefighter protection, and effective resource allocation.

Although LANDFIRE products are delivered as 30-meter pixels, they should not be used at the individual pixel level or on small groups of pixels. LANDFIRE products were designed to support 1) national (all states) strategic planning, 2) regional (single large states or groups of smaller states), and 3) strategic/tactical planning for large sub-regional landscapes and Fire Management Units (FMUs) (such as significant portions of states or multiple federal administrative entities). The applicability of LANDFIRE products to support fire and land management planning on smaller areas will vary by product, location, and specific use. Further investigation by local and regional experts should be conducted to inform decisions regarding local applicability. However, it is the responsibility of the local user, using LANDFIRE metadata and local knowledge, to determine if and/or how LANDFIRE can be used for particular areas of interest.
LANDFIRE products are not intended to replace local products, but rather serve as a back-up by providing wall-to-wall cross-boundary products. It is the responsibility of the user to be familiar with the value, assumptions, and limitations of LANDFIRE products. Managers and planners must evaluate LANDFIRE data according to the scale and requirements specific to their needs.

National (lf_1.0.0) (Produced by Sanborn for US Geological Society Contract #07CRCN0009 ): Surface fuel models for Alaska and Hawaii were assigned by fire behavior and fuels experts based on EVT descriptions and representative photos. Surface fuel models for Hawaii also took into consideration an herbaceous height layer to account for exotic grasses.

LANDFIRE Refresh 2001 (lf_1.0.5)
A series of workshops were held across the 48 states and Hawaii with fire and fuels specialists to assist the Landfire team in determining surface fuel models for existing vegetation types based on rulesets developed by the existing cover and height of the vegetation. The resultant spatial arrangement of surface fuel models were applied to the National Map and are known as the Landfire National Calibrated Fuel Model Set of fire behavior fuel model 13 and fire behavior fuel model 40. In order to bring these fuel model sets to the age of the imagery and to incorporate new methods for determining cover and height, the fuel model sets were combined spatially with new spatial information and re-assembled as the lf_1.0.5 (Refresh 2001) data set.
The lf_1.0.5 (Refresh 2001) data incorporates some new LANDFIRE Existing Vegetation Type (EVT) values, new LANDFIRE Existing Vegetation Cover (EVC), and new LANDFIRE Existing Vegetation Height (EVH) from the Landfire National effort. Since the rulesets for fuel model development were based on EVT, EVC, and EVH the distribution and count of pixels in each fuel model group may be different from the Landfire National Calibrated Fuel Model Set. The changes in count and arrangement of the surface fuel models was minimized, as much as possible, by the rectification process as the new layers were combined.

The URL <http://landfire.cr.usgs.gov/viewer> > provides a map interface that allows for data downloads within a customer defined area of interest. Zoom tools are available that can be used to investigate areas of interest on the map interface. The download tool allows the customer to capture layers from the map, utilizing the Seamless Data Distribution System process for downloading. A request summary page is then generated with the download layers listed. By clicking the "download" button on the summary page, a zipped file will be generated that can be saved on the customer's computer. The file can then be unzipped and imported into various user software applications.
